service is not confined to apartment blocks. Current planning policy requires adequate provision for open space in new housing
developments. To obtain planning permission developers are required to make adequate provision for landscaped areas and amenity
space within their schemes.
In addition
developers must provide a structure or formula for ongoing and long term management. Many new schemes now require the owners
to contribute to the costs of maintaining the 'open space' though payment of service charge to a management company which
becomes the 'owner' of the land.
